Unlike off-chain where NFTs are stored outside the blockchain, On-chain NFTs are NFTs where all data to create the image is stored inside the smart contract on the blockchain instead of storing just a url that points to an image stored somewhere else that can be taken down at any time. On-chain NFTs can never been taken down as long as the Ethereum blockchain exists.
